The late Mr. John S. Brewer formerly Government Marine Surveyor of Hongkong, appointed in 1881, received the
same salary then as I do today. In addition to this appointment, he was also Superintendent Enquirer of the Government Fire Brigade for which he received an extra
allowance of $720 a
year and was allowed certain fees from the Government as Examiner of Engineering candidates. An annual increment was
given to various
officers of the Public Service in 1890,
in some cases to the extent of 20% of their salary, but I most respectfully beg to say although this branch of the department brings in
a good deal of money yearly
to the Government, the Marine Surveyor
was not included in the increase given
to other officers.
A consideration of these facts I earnestly hope may induce His Excellency
the Governor to kindly consider my petition, and please grant my request for an increase
of salary.
